つまり、普通だったら絶対に〜しない。
「変なことや不思議なことに関わるなんて、 ダーズリー夫妻（they）にとっては、絶対にありえないようなこと」というようなニュアンス。

「8時半にダーズリー氏はカバンを持って〜」 朝、仕事に行く場面ですね。
